Aizawl (Mizoram), September 27, 2024: While inaugurating the 21st conference of the CPA (Commonwealth Parliamentary Association) India Region Zone-III held at the Mizoram Legislative Assembly, Lok Sabha Speaker Shri Om Birla emphasized that integrity, transparency, and accountability within the legislature form the foundation of a robust democracy. The occasion was graced by Mizoram Chief Minister Shri Lalduhoma, Deputy Chairman of the Rajya Sabha Shri Harivansh, Speaker of the Nagaland Legislative Assembly Shri Sharingain Longkumer, and other dignitaries.
Legislative Integrity and Transparency as Pillars of Democratic Strength
In his address, Shri Birla stated that maintaining the integrity of the legislature is a crucial responsibility of presiding officers. He stressed that ensuring the dignity of members’ conduct and upholding transparency strengthens democratic processes. He further emphasized that legislatures should serve as platforms for meaningful and dignified discussions on issues concerning the public, ensuring that despite differences of opinion, debates in the House focus on public welfare.
Emphasis on Increasing the Use of Digital Technology
Highlighting the importance of utilizing digital technology to enhance the effectiveness of legislative functions, Shri Birla remarked that the widespread use of digital mediums can significantly bolster public participation and strengthen the parliamentary committee system. This, in turn, could make the legislature a more effective vehicle for public welfare. He added that the active participation of people’s representatives in the House is essential to ensure that the benefits of development reach the last person in society.
Special Emphasis on the Role of the Northeast
Praising the legislative assemblies of the Northeast for their successful utilization of technology on local issues, Shri Birla noted that the region has witnessed remarkable growth in physical, digital, and social connectivity over the past few years. He underscored the crucial role of Northeast India in realizing Prime Minister Shri Narendra Modi’s vision of a ‘Developed India’ and highlighted the importance of the region’s legislative bodies in achieving this goal.
Inauguration of the Mizoram Legislative Assembly Library’s Archives Section
On this occasion, Shri Birla also inaugurated the archives section of the Mizoram Legislative Assembly Library and lauded its contribution to enhancing the significance of legislative work.
